A. Z-18-002 – Re-Zone - Trumbal Townhomes-Broll Homes being a total of 4.890 acres of land out of the Francisco Villarreal Survey No. 309, Abstract No. 776, County Block 5048, P-128, City of Live Oak, Bexar County, Texas, described in the Deed Recorded in Volume 15694, Page 131, Official Public Records, Bexar County, Texas. The property is located west of Old Spanish Trail and North of Trumbal Road. The applicant is requesting a zoning change from unclassified Pre-Development District (PD) to an R-4 District for the construction of Town House Residential units.
d. Questions and Comments by City Council and Commissioners
Councilman Bob Tullgren commented that the packet and presentation was self-explanatory. He continued by stating without any reasons being cited by the opposition; he did not have any further comments for the applicant or staff.
Councilman Anthony Brooks confirmed that all properties purchased by Broll Homes would now be zoned R-4 Townhomes; Ms. Matney confirmed “yes.”
Councilman Dahl asked if the property would be platted as one large plat; Ms. Matney stated it would comprise of two plats being Unit 1 and Unit 2.
Commissioner Kochan made note that the packets included one additional public notice comment not read allowed for the official record for Ian Curtis Garcia in opposition citing that the project would cause a flooding issue onto his property; staff confirmed and read Mr. Garcia’s comment - 12826 Old Spanish Trail in “opposition due to flooding concerns."
Ms. Matney assured Commissioner Kochan and the panel that all detention and runoff calculations have been reviewed by the City’s engineer.

C. ELECTIONS OF PLANNING & ZONING COMMISSION OFFICERS - (Chairman, Vice Chairman and Secretary ) - J. Matney
Vice Chairman Johnson announced the positions available for re-election to the Commission and opened for nominations; Secretary, Chairman, and Vice Chairman
Vice Chairman Johnson nominated staff member, Donna Lowder to continue as Commission Secretary.
Motion made by Commissioner Umphlett to elect Donna Lowder as Secretary; seconded by Commissioner Kochan.
VOTE FOR: Alt Commissioners Woppert, Woodall and Rosenbaum, and Commissioners Umphlett and Kochan; and Vice Chairman Johnson. 5/0 PASSED
Vice Chairman Johnson read the proxy nominations from the current Chairman Becky Hovermale during her absence nominating Harvey Johnson for Chairman; hearing no further nominations for Chairman called for a motion.
Motion made by Chairman Hovermale to elect Harvey Johnson as Chairman; seconded by Commissioner Umphlett.
VOTE FOR: Alt Commissioners Woppert, Woodall and Rosenbaum, and Commissioners Umphlett and Kochan; and Vice Chairman Johnson. 5/0 PASSED

Ms. Matney asked the Commission to mark their calendars for the “Special” meeting scheduled for November 15th and December 13th or December 20th. The consensus of the Commission would prefer December 13th as the meeting date.
Ms. Lowder invited everyone to the ribbon cutting ceremony November 7th at 2:00 p.m. for Navona at Live Oak apartment complex.
