• 13 acres of land for the purpose of constructing a charter school
• Divide the parcel into two lots establishing new lot numbers

• The remaining property will be for future commercial/retail use
• 200 ft. notices were mailed out and legal ads were published in the paper of record
• City Engineer has comments to be corrected before final and he has no objections to the preliminary re-plat.
• Detention will be constructed to the city’s standard
• Final for this plat is expected in June
• Traffic Impact analysis is in the process
• Staff has no objection to the preliminary plat at this time.

• Gateway Plaza originally developed as retail
• Public utilities, water and sewer are currently available
• The larger parcel is carved out for a public charter school K-12
• Phase I would include gymnasium, cafeteria, classrooms and administrative offices
• Phase II will include a second wing of classrooms estimated to begin construction in two years
• Full capacity will accommodate 1500 students
• Drainage runoff will be less than what was originally planned for the retail development
• Existing detention basin will be utilized
• The project will tie in to the existing Utilities stub outs for water and sewer.
• Two student drop off driveways will be constructed to ease congestion by keeping the queuing on the property. Re-stripping will occur on Gateway Blvd. for the drop off areas by the developers of the project.
• Traffic generated by the project on the access 1604 and Lookout Road. Lookout Road is currently operating at a low level of traffic flow.
• School zone signs and will be requested for the project location.

Guadalupe Saldana – 1975 Stedwick Drive, San Antonio, Texas 78251-1326-owning undeveloped property within the Selma Park Estates, Unit 2-Neutral-added he would be against the project if the project would cause an increase in his property taxes.

Alt. Commissioner asked for clarification on how many students were expected; Ms. Weichert stated that the school would accommodate 1500 students once all phases are completed. Phase I will have approximately 112 students per grade making the total of students by the first year at 300 students.

Commissioner Umphlett asked for the drainage direction; Loop 1604 or to the rear of the property. Ms. Weichert stated the natural topography of the land will allow drainage to flow east to the rear of the property and into the existing detention basin. Umphlett asked for clarification on the barrier between the property and the residential properties; Ms. Lowder verified a commercial property abutting a residential development will require an eight foot fence between them. It would be Great Hearts responsibility to build the barrier.

Alt. Commissioner Woppert asked if TXDOT had reviewed the expected additional traffic for future traffic lights at Lookout Road and Gateway; Ms. Weichert stated she presumes TXDOT will evaluate the option for a light in the future. She continued by stating that the initial study traffic study completed, a traffic signal would be warranted to continue proper traffic flow at Gateway Blvd.
