Mayor Dennis asked the applicant if he had developed a project similar to the proposed development; Mr. Dahl answered he had designed a development similar in the past. Mayor Dennis asked if there was a possibility the project could be continued with a plan of having fewer units; Mr. Dahl stated fewer units has been considered but he and his business partner believe the current plan is the best use for the property.
Councilman Morgan asked if any consideration for the natural habitat; Mr. Dahl stated he would ensure that vegetation would be replaced on the project. Councilman Morgan asked Mr. Dahl to address the traffic concerns from the opposition; Mr. Dahl that the previous project for 30,000 square foot medical facility would require 105 parking spaces. Councilman Morgan asked if the units would include elevators or stairways access; Mr. Dahl answered stairways. Councilman Morgan closed by asking for clarification on whether the units would be sold or leased; Mr. Dahl stated the units would be sold at market rate at approximately $250-300K.
Councilman Tullgren agreed that this project provides an additional housing option to Live Oak and stated he appreciated the thorough and comprehensive package provided.
Councilman Brooks asked if this project would be similar to the David Weekly urban housing developments coming to San Antonio; Mr. Dahl answered they were similar but on this project. Councilman Brooks asked how a three-story structure would encroach visually for the surrounding neighbors; Mr. Dahl stated from Avery Road, the structures would be visually be a two-story structure and would not obstruct visually. Councilman Brooks closed by asking about the Trees and foliage; Mr. Dahl a landscape package would be submitted during permitting for the project.
Councilman Cimics stated he thought the proposed use was a great use for the property. He continued by asking for clarification on whether the Townhomes would be clustered or stand independently. Mr. Dahl stated each of the 11 units would be constructed on its own property; free standing with firewall – no sprinklers not required.
Vice Chairman Kochan asked for the location of the entrance; Mr. Dahl answered the entrance would be centered down Avery Road and provide plenty of parking. Vice Chairman Kochan asked if the structure would cause visibility issues for drivers turning left onto Toepperwein; Mr. Hornes stated the line of sight triangle would be ample for drivers.
Commissioner Hovermale asked for clarification on the size of each garage; Mr. Dahl stated each structure would provide a two-car garage and 66 off street parking and two service parking for each unit with two parking spaces inside the garages for residents.
Commissioner Umphlett asked for clarification on why the entire property is planned for concrete; Mr. Dahl stated the project has an extensive easement for CPS and they must use concrete to accommodate CPS trucks. Commissioner Umphlett asked if all requirements of the Code have been met; Mr. Dahl answered; yes.
Commissioner Umphlett confirmed that the proposed complex would only have one entrance/exit; Mr. Dahl confirmed yes.
Alt. Commissioner Kusek asked for clarification on the direction the garages would facing; Mr. Dahl stated the garages would be in the rear of the property facing the abutting commercial property.
Alt. Commissioner Woppert asked for clarification on the distance from the first townhome and Toepperwein; Mr. Dahl stated approximately 35 feet.
