B. P-17-006 - LIVE OAK TOWN CENTER - FINAL PLAT - A 111.54 Acre Tract of land located in the City of Live Oak, Bexar County, Texas out of the Francisco Villarreal Survey, Abstract 776, and Jose Maria Ocon Survey, Abstract 864, Being all of the tract as conveyed to LOTC Holdings LTD Recorded in Volume 12915, Page 2489, of the Official Public Records of Bexar County, Texas.
Chairman Hovermale read the legal description for the official record. Ms. Jordan Matney reminded the Commission of the preliminary plat being approved previously in May. She provided the following points for the final plat:
Plat will establish 5 individual lots including the IKEA and lot 5 addresses the detention requirement.
Ms. Matney introduced Larry Heimer with Stantec to make the final plat presentation for P-17-006. Mr. Heimer, Project Manager for The Live Oak Town Center final plat and the public improvement plans associated with the project. The following points were presented for the final plat:
- Plat will establish 5 lots for commercial development; one of the 5 lots will be designated to the IKEA
- 1 lot is the Detention area only
- IKEA-RBFCU Parkway will be the main street created and will connect Pat Booker and IH35 southbound frontage road.
- A round-about will be constructed in the center of the project site.
- IKEA-RBFCU Parkway will continue to the East and connect to Loop 1604.
- Acetano Way on the north side will have an open access from the Bridlewood Subdivision into the Town Center
- City Engineer and TXDOT have both reviewed and approved the final plat.
Mr. Heimer closed by offering to answer questions from the Commission.
Q&A
Commissioner Kochan noted a slight difference in the plats TXDOT notes; Mr. Heimer reiterated that approval has been received by TXDOT on the current plat being presented.
Commissioner Kochan asked Mr. Heimer to clarify the notes about the traffic light; Mr. Heimer clarified that an additional arm will be added to the current traffic signal to cover the traffic exiting the Town Center onto the IH 35 frontage road or onto Pat Booker Road. TXDOT will provide the final agreement for the improvements in their ROW.
Mr. Heimer added the project will have 4 driveway accesses throughout the site. A separate plat will dedicate the roadway from the current 1 Randolph Brooks Parkway from the RBFCU property.
Alt. Commissioner Kusek asked Ms. Matney if the lift station located at the end of Shin Oak Drive would be utilized; Ms. Matney stated the pump lift station would serve the entire development.
Commissioner Umphlett wanted clarification about the access from Acetano Way; Mr. Heimer stated to provide two total entrances from the Bridlewood Subdivision, Acetano Way would serve as a second egress/ingress to the neighborhood.
Commissioner Umphlett asked if the current drainage from Donnek in the Bridlewood Subdivision would remain as is; Mr. Heimer answered “yes” all draining currently flowing from Donnek would fall to the undeveloped portion of the Town Center in the area designated to runoff into the detention.
Hearing no further questions or comments, Chairman Hovermale called for a motion.
Vice Chairman Harvey Johnson made a motion to approve final plat for P-17006 as presented; seconded by Commissioner Bill Umphlett.
